Spain: The Government agrees to refer ILO Conventions N. 177 and n. 190 to the Cortes Generales

October, 2021
  • The Council of Ministers agreed to refer to Parliament the approval of two International Labour Organisation (ILO) conventions: Convention n. 177, on home work, and Convention 190, on the elimination of violence and harassment in the world of work.
  • Accession to both conventions means further protection of the labour rights of workers, regardless of where they carry out their professional activity, and respect for fundamental rights in the workplace.

Sierra Leone ratifies eight ILO Conventions and one Protocol

  • On 25 August 2021, Sierra Leone ratified eight ILO Conventions and one Protocol, bringing to the total number of 44 of ratified instruments on forced labour, domestic workers, safety and health, migrant workers and labour administration.
  • These nine instruments will enter into force on 25 August 2022.
  • It was a significant move towards recognizing, promoting and implementing decent work for women and men in the country.

Colombia: A new Law that reduces the weekly working hours from 48 to 42

  • On 15 July 2021, Law 2101 of 2021 came into force reducing the working week from 48 to 42 hours
  • This reduction will take effect gradually between 2023 and 2026.  
  • Salaries and social benefits will not be affected or reduced under this new law.

2021 International Labour Conference Committee on the Application of Standards tripartitely adopted the “Outcome of the discussion of the General Survey and its Addendum on Promoting Employment and Decent Work in a Changing Landscape”

  • The Committee on the Application of Standards (CAS) discussed, among other topics, the Committee of Experts on the application of Conventions and Recommendations (CEACR) 2020 General Survey and its Addendum.
  • Based on this discussion, the International Labour Organisation (ILO) Constituents adopted an outcome that shed light, among other points, on the private sector as the principal source of economic growth and job creation, the need to promote an enabling environment for entrepreneurship and sustainable enterprises, and the role of sustainable enterprises as generators of employment and promoters of innovation and decent work.

Labour disputes under Canada, Mexico, and the USA trade agreement: rules of the game and treatment of the first dispute

  • Labour disputes for violation of Chapter 23 of the USMCA agreement are settled with the “Facility-Specific Rapid Response Labor Mechanism”.
  • Under this mechanism, sanctions hit directly the company limiting labour rights.
  • US trade unions just triggered the “Facility-Specific Rapid Response Labor Mechanism” for a subsidiary of a US company in Mexico.

2021 International Labour Conference has already started its virtual works

  • The 2021 ILC will first discuss topics such as the impact of Covid-19 on the world of work and the ILO’s response, social protection and the application of international Labour Standards.
  • A second part of the Conference to be held in November 2021 will discuss the topics of inequalities and skills.
