New ILO Global Report on Public Employment Services

  • On 12 December 2023, ILO presented its first global report on public employment services (PES) and active labour market policies (ALMPs), published on 14 July 2023. 
  • ILO presented its main findings during an online launch event, with the participation of the World Employment Confederation (WEC), the World Association of Public Employment Services (WAPES), and the World Bank (WB). 
  • The report's findings will be used to provide technical advisory services for ILO Member States.

The report is divided into two parts: 

The first part,  already published, deals with the size and diversity of public employment services, their clients, and their organisational and management structure. 

The second part of the report is expected to be published in 2024. It will cover the evolution of employment services from the XIX century where public employment services were a monopoly, to the current situation where public and private employment service providers coexist in the labour market.

The report draws on country cases and the ILO's 2021 survey of 94 public employment services worldwide.  The reportaims to highlight trends and developments in the organisation, structure and governance of public employment services and active labour market policies, offering interesting insights to policy-makers and market practitioners.

The study concludes that active labour policies play a substantial role in mitigating crises and recessions and, above all, in recovery and employment promotion strategies in both developed and emerging and developing countries.

It also confirms the importance of collaboration and coordination of different labour market actors to design innovative and targeted policies, ensuring sustainability and resilience to labour market changes.

The first published part of the report includes recommendations to ensure that public employment services reflect political needs and priorities, are effective and able to modernise without excluding anyone due to the digital divide, and support businesses and workers in green, digital and care economies.
