Peru: government announces employment and economic package

  • On 13 September 2022, Perù’s Minister of Economy and Finance presented to representatives from private sector business and labour associations the government’s Plan Impulso Perú
  • The Plan aims to restart the country’s economic growth and promote job creation.

Minister Kurt Burneo proposes accelerating the closing of structural gaps, promoting productivity and competitiveness through measures focused on the most employment-intensive sectors.

The Plan aims, in the short term, to ensure sustained growth in economic activity by stimulating public and private investment and generating greater demand for formal employment and private consumption. In contrast, in the medium and long term, the measures aim to achieve higher rates of potential growth through a greater promotion of productivity and competitiveness and to accelerate the closing of structural (poverty, informality, health, education, etc.) and infrastructure gaps.

It provides, among other measures, the extension of tax incentive measures for the corporate sector, such as VAT refunds for specific economic sectors. 

In November, 202 will be presented a bill to facilitate younger person employment, including of implementing an expected temporary employment programme for 18 to 29-year-olds, providing monthly salaries of up to 1,600 Sol (~ 410 Euro).

Moreover, companies can continue investing in research, development, and innovation (R&D&I) by deducting these expenses from income tax payments. 

Minister Burneo also mentioned the Programa de Impulso Empresarial (Entrepreneurship Promotion Programme), which will allow companies to have working capital, invest in fixed assets, or consolidate debts, including a bonus for good payers.  

These measures will impact on direct and indirect employment generation, as it is estimated that more than 200,000 additional jobs will be created in the next twelve months and almost 300,000 in the medium term. 

Finally, Minister Burneo called on public institutions to move forward with this Plan and get back on the path of economic growth. 

Among the attendees were the National Confederation of Private Entrepreneurial Institutions (Confiep), the National Industrial Society (SNI), the Association of Exporters (ADEX), the National Confederation of Workers of Peru (CTE), and the General Confederation of Workers of Peru (CGTP).

In the framework of the dialogue initiated with business associations under Plan Impulso Perú, it will be necessary to monitor project developments and the implications on employment and entrepreneurship in the country.
