ILO Conference 2022: outcomes and resolutions

The Conference took place in hybrid format, with delegates attending in person in Geneva – for the first time since 2019 -and virtually.  According to ILO Director-General Guy Ryder, it has closed with a “remarkable harvest of achievements”.

He highlighted the important progress made towards a Recommendation on a framework for quality apprenticeships, as well as fruitful discussions on employment policy, the Social and Solidarity Economy and work in the Least Developed Countries.

One of the main goals achieved during the Conference is the adoption of a resolution to add a safe and healthy working environment to the existing four Fundamental Principles and Rights at Work  (FPRW). The FPRW are part of the 1998 ILO Declaration on Fundamental Principles and Rights at Work, and all ILO Member States commit to respect and promote these principles and rights, whether or not they have ratified the relevant Conventions (eg. C155 and C187).

The ILC’s General Discussion Committee on decent work and the Social and Solidarity Economy  (SSE) adopted conclusions complemented by a resolution. The Conclusions’ 16 points include an important definition of the SSE and provide guidance on promoting the SSE within the context of decent work.

The Committee also requested the ILO to develop a strategy and action plan on decent work and the social and solidarity economy, to be presented to the ILO’s Governing Body at its November 2022 session.

The ILO Committee on Application of Standards (CAS) also discussed 22 individual country cases concerning Governments’ incompliance with certain ratified conventions and also the General Survey on nursing personnel and care economy workers.

International Organisation of Employers (IOE) attended the Conference, as usual, as Secretariat of the Employers' Group, providing technical and political support and ensuring that the outcomes of the discussions contribute to and support an enabling environment for sustainable enterprises.
