  • The International Labour Organization (ILO) released the World Employment and Social Outlook Trends 2022 (WESO 2022), providing a comprehensive assessment of how the labour market recovery has deployed across the world.
  • It reports a slow and uncertain recovery, as the pandemic continues to have a significant impact on global labour markets, with different national approaches to tackle the crisis.

Vietnam: “Labour market assessment: identifying opportunities for vulnerable Vietnamese from selected provinces of Vietnam” (an International Organization for Migration’s (IOM) publication)

  • IOM Vietnam conducted a labour market assessment with employers in five key target provinces in Vietnam (Quang Ninh, Hai Phong, Nghe An, Ha Tinh and Quang Binh).
  • It aimed to understand the nature of labour and skills demand and supply in these areas, identify the key sectors that influence the type and quantity of employment opportunities and identify the socioeconomic impacts of COVID-19 on the local labour market in the perspectives of the employer, government and employee.

Canada: the first class action dealing with terminations arising from the Covid-19 pandemic

  • On 13 December 2021, the British Columbia Supreme Court has certified a class action lawsuit brought by former employees against the owners of the Pan Pacific Hotel in Vancouver.
  • This is one of the first certified class actions in Canada which deals with terminations arising from the Covid-19 pandemic.

Belgium, Germany and Netherlands agreements on taxation regime for remote workers to be extended.

  • Due to COVID-19, the existing agreements on the tax regime of employees working at home, instead of in the country where they should normally work, was further extend until 31 March 2022.
  • The measure aims to prevent that the employment income of cross-border employees working from home becomes fully taxable in their State of residence.

Working six weeks a year from another country

  • Publicis unveiled a new program called "Work Your World", giving its employees the opportunity to work for six weeks each year from any region or country in which the group is present.
  • The programme starting on January 2022, aims to attract talent and offer more flexibility to employees.

  • On 6 December 2021, the former Mayor of New York City (NYC), Bill de Blasio, announced a vaccine mandate, covering all private-sector workers effective 27 December 2021.
  • On 15 December 2021, NYC released guidance on mandatory vaccine requirement for private employers. 

Peru: new law introduces compulsory vaccination at work

  • Supreme Decree N° 179-2021-PCM was published in the Official Gazette El Peruano on 09 December 2021.
  • It establishes the mandatory obligation to provide proof of a complete vaccination schedule against COVID-19 in order to work on site.
