International Organisations Published Trackers on Economic and Social Measures and Social Partners’ Participation in Times of Covid-19

Governments all over the world adopted a series of measures to avoid the economic and social consequences of Covid-19 pandemic.

The measures are similar but also based on the specific national and territorial contexts.

Keeping track of governments and social partners’ reactions may help to understand good and bad practices, especially for those countries still in the midst of the crisis.

International organisations such as the International Labour Organisation (ILO) and the Organisation for Economic Co-operation and Development (OECD) have developed such databases.

ILO database presentation is based on the ILO strategic plan on Covid-19, which covers:

  • Stimulating the economy and employment
  • Supporting enterprises, jobs and incomes
  • Protecting workers in the workplace
  • Relying on social dialogue for solutions
  • Activities of workers’ organizations
  • Activities of employers’ organizations

OECD database presents data on fiscal and monetary measures, employment and social, and health.

Employment and social measures both for OECD and G-20 Non-OECD and accession countries follow the structure of the OECD Brief: “Supporting people and companies to deal with the COVID-19 virus: Options for an immediate employment and social-policy response” by:

  • Confinement measures
  • Reducing workers’ exposure to Covid-19 in the workplace
  • Income support to sick workers and their families            
  • Income support to quarantined workers who cannot work from home
  • Helping dealing with unforeseen care needs
  • Income support to persons losing their jobs or self-employment income
  • Helping firms to adjust working time and preserve jobs
  • Financial support to firms affected by a drop in demand
  • Changes to dismissal regulation
  • Helping economically insecure workers stay in their homes

At the European level, the European Foundation for the Improvement of Living and Working Conditions (EUROFOUND), developed a database with policy measures, examples of company practices and collective agreements. It also focuses on social partners’ involvement and role (see below).
