Italian tripartite agreement on a company vaccination plan

  • On 6 April 2021 Italian social partners and the government signed an agreement on a company vaccination plan.
  • It is the first tripartite agreement of this type.

The "National Protocol for the implementation of business plans aimed at the activation of extraordinary points of vaccination against SARS-CoV-2 / Covid-19 in the workplace” aims at:

  • favouring vaccination in the workplace, and
  • encouraging vaccination by providing information on its benefits and risks.

It is indicated that “in this perspective, the organizations representing the companies have felt the social responsibility to actively collaborate in the initiative, both through the offer of large corporate spaces in the various territories for direct use by the public emergency system as additional points of vaccination, both through the commitment of companies and employers to the direct vaccination of their staff, in the belief that only a general and coordinated action can shorten the time of vaccination, expand the protection and allow to protect collective health”.

Employers that are willing to join this initiative shall express their availability and elaborate a business plan for vaccination. The workplace must be adapted to vaccination purposes and specific health and safety measures, in line with specific guidelines (‘indicazioni ad interim’ in Italian), shall be developed with the health and safety committee at the enterprise level. The plan, with the number of workers to be vaccinated is then presented to the local health care public institution.

The costs to elaborate and manage the business plan must be bore by the employers, while the public health care system covers the costs of vaccination and the necessary instruments (syringes, needles).

The time spent for vaccination purposes is considered as working time.

The vaccination in the workplace policy is expected to begin in May 2021.
